Join us & tell us about your encounters with the Oakland police. Your stories along with many others can help write “street level” police policies. We will share these stories with the independent Police Commission to assist them in reviewing and recommending new policies. 

Low level 911 calls for service should be responded to by trained community members, not sworn officers with a badge and a gun. Police officers can reduce response time for serious criminal incidents if they do not respond to public nuisance calls. We need you to voice your support for the measure that was passed by the Police Commission and is endorsed by the Coalition for Police Accountability and to reject the City Council version that contains several 'poison pills' that will weaken, not strengthen, the Commission.

The agenda is attached and the measure that is listed as Kaplan, Kalb and Gallo is the one that we want to see on the November ballot! 

Since the Police  Commission was seated in December of 2017, the result of 83% of Oakland voters approval of Measure LL, the Commission has scored some significant victories. The Commission has changed the OPD policy on searching individuals on probation or parole, and the new policy has been approved by the city council. It requires that police officers have an articulable reason to stop or search a person on probation or parole. This is the first policy of its kind in California. The Commission's discipline committee fired the officers who killed Joshua Pawlik and is now endorsing a non-police response to some 911 calls.

However, the Police Commission has been hamstrung by City Administration and City Attorney obstruction that has resulted in a lack of staffing.

Community presentation by two members of CAHOOTS, a program that has been active in Eugene, Oregon for over 30 years which provides a mental health provider response to about 17% of all 911 calls.

The Coalition for Police Accountability is partnering with Urban Strategies to develop an implementation plan for a pilot program in Oakland.

The City of Oakland, plaintiffs' attorneys and the Oakland Police Association have all opposed our motion to intervene in the NSA. The City stated:

"Today is a much different day than when the NSA began.  For one thing,

the City is in compliance with all but four tasks.  Dkt. No. 1238.  The City is 

faithful to the idea that with strong medicine like the new policies

the Department has put into place and a bench of strong,

committed leaders, the Department can be the trustworthy

guardian the community deserves. Today its a much different day

than when the NSA began.

Oakland, CA.-On Thursday, March 21st  at 12:30 pm, the Coalition for Police Accountability, comprising more than 25 groups and individuals, will hold a press conference in front of City Hall calling on Federal Compliance Director, Robert Warshaw, to fire Police Chief Kirkpatrick based on his own findings in the police shooting death of Joshua Pawlik, saying “she went light on cops who made serious errors and ignored a key piece of evidence”, according to internal documents released Wednesday.” https://eastbaytimesca.newsmemory.com/?publink=0075c8e87

On Saturday, February 16th, the Oakland Police Commission is putting on its first public hearing on police practices. The event will feature our unhoused residents giving testimony about how they have experienced Oakland police officers actions. The Police Commission's role is to create and review OPD policy designed to ensure professional and constitutional policing and equitable services to all residents.

The event will be hosted by the Taylor Memorial Church at 12th Street and Adeline and is free.Before the hearing, lunch will be served from 11:30 to 12:45. Taylor Memorial Church is wheelchair accessible. Child care and Spanish translation will be provided.

The independence of the Oakland Police Commission is being threatened by City Attorney Barbara Parker who is insisting that the legal advisor to the Commission should report to her instead of to the Commission and that the Inspector General should report to the City Administrator, not to the Commission.

We'll be discussing our strategy to make sure that the Ordinance providing the structure that governs the operation of the Police Commission is the strongest one possible. We need to make sure that all staff operate independently from the City's Administrative structure.

The Coalition for Police Accountability is hosting the first opportunity for the residents of Oakland to meet their Police Commissioners outside of City Hall at their regular meetings. This informal event will be facilitated by John Jones III and Spanish interpretation will be offered.

Find out what the Police Commission does, how you can file a complaint and what the Commissioners feel will be their greatest challenge moving forward.

Agenda: We will be hosting the Policy Analyst, Juanito Rus, from the Community Police Review Agency (CPRA) to discuss his job -- and to explain the new app that allows us to file complaints of police misconduct online.

We'll also be discussing plans for our "Meet and Greet Your Police Commissioners" event on June 9th at 1:00 PM at St. Elizabeth's School.

We will be discussing the Coalition's position on the agenda items of the Selection Panel as well as the current issues being addressed by the. Police Commission. We will also talk about our plans for a 'meet and greet' the Commissioners forum in June.

This is an open meeting; new folks welcome!.

This promises to be one of the most important meetings to date. The Commissioners will receive a training in the history and content of the Negotiated Settlement Agreement (NSA) from one of the plaintiffs' attorneys, Jim Chanin.

Also on the agenda is a discussion of the proposed enabling legislation, a procedure for agenda creation, and a proposal to initiate a strategic planning.process

The Commission will be considering amendments to the proposed enabling ordinance and will be reviewing the complaints of officer misconduct that are being investigated by CPRA (Community Police Review Agency). Commissioners will also review the staffing of CPRA and the new case management software that is being implemented.

Join the Oakland Coalition for Police Accountability and the League of Women Voters for a candidate forum on April 5, 7-9 PM at the North Oakland Senior Center, 5714 Martin Luther King  Way (off street parting through gate on 58th St) 

The discussion over police and use of force, a constant refrain in Berkeley’s community discourse, was revitalized over UC Berkeley’s Free Speech Week last September. Nationally, protests against brutality have drawn to attention the relationship between police and the community.

The Forum will be held at Haas N500 (Chou Hall).park at the Maxwell Family Field (2205 Piedmont Ave.

Police Commission meetings have shifted to the 2nd and 4th Thursdays of every month. Unless otherwise noted, the location is Council Chambers of City Hall (3rd floor).

This meeting will include a discussion of the proposed Enabling Legislation for Measure LL which will provide details on the structure and operations of the Police Commission, the Inspector General and the Community Police Review Agency (CPRA).

The Coalition's suggested edits to the Ordinance will be discussed. Of particular importance is our insistence that there be legal counsel for both the Agency and the Commission that is not part of the City Attorney's office in order to protect the independence of the process. We encourage the community to come out and echo this point.

Commission meetings start at 6:30 in Council Chambers of City Hall - 3rd floor This meeting will take up officer discipline, Internal Affairs procedures, the policy on the release of officers' video footage in excessive force or police involved shootings. Also, Commissioner Prather will propose an idea for OPD policy with regard to ICE. OPD Chief Kirkpatrick is expected to attend.

Measure LL requires the Commissioners to be trained in a number of content areas, including procedural justice and other policies, organizational structure and operations of the Oakland Police Department including Internal Affairs.

This training is open to the public and public comment will be included.
